Windows 11 Photos App No Longer Letting Me Select the Folder I Want to Save iPhone Imported Photos To And Does Not Remove Photos After Importing

For the first time since getting my new HP computer, I tried to import photos from my iPhone. The photos app used to let me save the photos to a pictures folder directly on my desktop, and would ask if I wanted the photos deleted from my iPhone after importing. Now, Photos only wants to save it to the pictures folder linked to OneDrive and does not have an option for the app to delete the photos once finished. Is this some kind of glitch? My computer doesn't seem to need an update, so maybe something went wrong in the last one?Thank you!
