Windows 11 Please help me with Windows colors!

I just upgraded from Windows 10. My sign-in page is black, and my task bar is an almost invisible light blue. I have tried again and again to get a light background sign-in page and a navy-blue task bar. It just won't stick. What am I not doing right?
