Windows 11 Pls hlep! I am unable to enter the windows setting page and login microsoft account under Windows 11 Pro local account.

I am unable to enter the windows setting and login the microsoft account under window11 pro local account. in fact there is a problem when i initially set up the windows account. when i first set up the windows account and click 'add user' button, it is this lusrmgr windows pop up instead of the usual user friendly dialog box. (sorry i was unable to upload the screenshot here so i provided a link instead)thumbnail1.jpg i set up a local account and was able to login in the windowsyet, everytime when i enter the windows
