Windows 8 Poor Graphics Performance Windows 8.1 vs Windows 7

Hi,


I have a dual boot Windows 8.1/Windows 7 workstation. My "rig" is an ASUS M4A79XTD EVO motherboard, Phenom II X4 965 (3.4 Ghz) CPU, 16 gig RAM, and a NVidia GTX 1060 6gb Video Card. Windows 8.1 boots off a Kingston 256 gig SSD and Windows 7 boots from a "Seagate Enterprise Capacity 3.5" HDD 3TB 7200 RMP 512n SATA 6Gn/s" HDD.


The graphics performance playing Doom 4 from the same Steam account is 4x better on the Windows 7 boot than it is on the Windows 8.1 boot. My resting FPS in a particular area on the Windows 8.1 boot is 32 and on the Windows 7 boot it is 111.


The hardware is obviously identical. Both versions use the latest display driver version (391.01) for the GTX 1060. The game is run from the same Steam account using the exact same settings. The only difference is the Windows version.


Thankfully I have Windows 7 available as the game is unplayable on Windows 8.1.


Has anyone encountered a similar issue. Any idea why such poor performance on Windows 8.1? Any idea on how to fix or improve the issue?
