Windows 7 Porting Windows Media Center to a new HDD

Did anyone ever figure out how to port a WMC (Windows 7 64) installation
from one defective HDD to a new HDD safely ?
It used to be that access to all existing saved encrypted files existing on a WMC system
would be lost, since the encrypt/decrypt keys for those files would be lost
through a fresh installation of //Windows 7 64//WMC// .
Is that still true ?
