Windows 10 Power settings

All of a sudden, the power settings on my (rather old) desktop have stopped working. I have them set to turn off the display after 5 minutes of inactivity and to require the lock screen on reactivating. It doesn't turn off the display so the lock screen is never required. There is a further complicated by the fact that if I put it into sleep, it comes out of sleep after a few seconds, again with no lock screen.I have enabled hibernation and that seems to work but I would prefer to have the normal PC to stay on, screen off and lock screen on.

Windows 11 Windows 11 will not shut down or sleep through OS, or closing the lid. Only a Hard Shutdown will turn off the computer.
