Windows 10 "Print Pictures" preview only appears when printing 16 or more images.

Is there a way to have it where the windows "print pictures" function will trigger when less than 16 pictures are selected to be printed from windows explorer? (This is the most convenient way for us to print multiple pages with the file name as the caption)
