Windows 7 Problem upgrading to Win 10 on a clean installed Win 7

Before the reformat, I had Win 10 upgrade from free offer with Win 7 I reformatted an older hdd to check for bad sector. After reinstalling Win 7, I downloaded the Media creation tool for win 10. When I tried to upgrade using the media creation tool, I get an error code 0x80072f8f-0x20000. I searched the forum and found that this was a TLS issue. I followed the instruction to easyfix51044. This did not resolved the problem as I still can't "upgrade" win 7 to win 10 using the Media creation tool.If I do a win 10 install with a USB, Is the digital key tied to the win 7 product key?
