Windows 11 Problem with your PIN - do you want to download an app?

I think my Win11 is corrupt. My login page says "there's a problem with your pin - you need to reset." When I try to do that, it comes back and says, "You need an app for this - do you want to search the App Store?" If I say, yes, nothing happens. If I say no/cancel, I'm back at the problem with your pin page. I've tried booting in safe mode and repairing, no luck. I gave up and selected "Reset this PC" and it downloaded (or tried) a fresh copy of Windows and when it was 100% complete, it said, "Undoing Changes." Where do I go from here?
