Windows 11 question about cloud reinstall and bitlocker keys

i reset my pc last year and reinstalled windows 11 using cloud , this time there is no option for cloud , it gets set to option local reinstall by default .how to do a reinstall by cloud ?also i have many bitlocker keys , can someone explains in simple terms what is it and can i delete the previous ones if they are of no use .?
