Windows 11 Ransomware page not available - "IT Admin has limited access." Im 14, don't have a job nor an IT admin

I am trying to activate ransomware protection. On my dads machine McAffee was acting as a admin and not allowing ransomware protection. I have a brand new asus vivo tablet with a fresh install and no programs. I uninstalled the Windows bloatware and Mcaffee. However i still cannot activate windows ransomware and when i try to see windows security there is a blank page and it doesn't load. Is this a Windows 11 home bug? i have version 22631.4112 This seems like a huge security flaw if ransomware is disabled and Microsoft ADMIN can't override security.
