Windows 11 Refresh rate troubleshooting

Hi, Does anyone know why my laptop uses 30hz refresh rate when I connect it to my TV but when I connect my Xbox one to the very same TV it uses 60hz?Ive tried changing the refresh rate on the laptop when it's connected to the TV but it doesn't give me a 60hz option, just has 29hz and 30hz.Any help would be appreciated, thanks.
