Windows 11 Registering as a developer in microsoft store is failing, Shows there isn't enough balance in your bank account even though there is enough balance.

I have been tying to register for microsft store as a developer and i can't register because i can't pay the amount even though i have enough balance in my bank account it still shows an error message you don't have enough balance in your account so i tried a bunch of different cards even credit cards are not working how can i register
