Windows 11 regtest.txt on C:\windows\system32\regtest.txt. What is it?

Hi. I'm curious what the regtest.txt file is, the contents of which are Chinese characters themselves. This file updates every time I start my laptop and does not give me peace of mind. There is little information about it on the web, so I want to ask here to be sure if it is not malware. I scanned the file using Malwarebytes and Norton 360 and it was found to be non-malicious.
