Windows 11 Remove Canadian Multilingual Standard

I just got a new PC and Windows 11 and cannot remove the Canadian Multilingual Standard, and I can't handle my question marks becoming É anymore. I've gone all over the language and keyboard settings. There is no option I can find to remove this keyboard. Under preferred languages, all I see is 'English (United States)', and going into the language options for that show me that only a US keyboard is installed. I tried changing my region/regional format to see if that'd help, and no, it doesn't. I cannot figure out how to get rid of this keyboard and I don't recall it being this confusing to re
