Windows 11 Restart of Phone Link turns off Cross-device copy and paste - Surface Pro 8

Since the Windows Hello camera does not always start (done all of the suggestions and nothing helps) I have to restart my Surface Pro 8 frequently. Every time after the Surface restarts I have to go into Phone Link and turn Cross-device copy and paste back on. Is this a bug or a feature?Surface Pro 8 with all updates applied
