Windows 11 Restarting loop

I seem to be stuck in a restarting loop on my computer, I tried shutting it down twice in a row and then starting it back up, but it doesn’t seem to pop up the recovery page is there anything I could be doing wrong or is there another way to bring up that page to fix the computer?
