Windows 11 Same old problem "someone else is still using this PC" but different

I read the discussions about this online (this web)But my problem is when the laptop is shutting down It did shut down but it turn on automatically turn on right away like you normally restart a laptop. All this happens after I used PC Link with my phone to transfer some photoWhen I'm finished I went to shut down immediately then this message shown at the shut down bottom. I also tried to hold power bottom but still came up with the same result.
