Windows 10 Scroll wheel only works in Windows 10 pages

HiI have a scroll wheel issue, recently occurred, which is very annoying. The problem is not with the mouse - it occurs with any mouse I use, wired or wireless, all of which work perfectly well on other machines. Running Wndows 10 on a home PC, up to date.The scroll wheel works OK within Windows applications, eg Control Panel, Device Manager etc. However, it doesn't work in any other application, eg web browser, Excel spreadsheet, Word doc etc.Driving me crazy, so any help appreciated.
