Windows 11 SD card remains unallocated in Disk Management even after "New Simple Volume" wizard

The SD card is 16 GB. While formatting it I got an error, and while checking Disk Management saw that it had for some reason converted to RAW file system. I removed the volume and then attempted to run the "New Simple Volume" wizard. The wizard runs normally however the SD card is not assigned a drive and it remains unallocated. If i run chkdsk on the Windows Command Prompt it still says "CHKDSK is not available for RAW drives."This error occurs on multiple computers but if I insert the card into a camera and then try to run the "New Simple Volume" wizard I get a cyclic redundancy check (CRC)
