Windows 10 "Search for app in the Store" prompt when double click a .exe file in windows server 2016

The prompt is never shown if I run the .exe file in CMD. Is it because the .exe file was not signed? Any workaround if i don't want to change the security control like Control Panel > System and Security > Security and Maintenance > Security > Windows SmartScreen > Warn before running an unrecognized app? Thank you.
