Windows 10 Service Host, High CPU Usage

I have followed instructions in another post but it is still high in usage. I tried ending the task but it would keep popping up a second later. Redirecting This is what I thought I had but none of the solutions in this post helped. I have ran CMD in administrator. It would still be high usage while doing anything even while sitting idle.I'm thinking of just resting my pc to fix it.
