Windows 10 Services and Controller app is consuming 90-100% CPU cycles even after performing perform a clean boot in Windows.

It's HP Pavilion x360 model.


When I was using previous version of Windows, I encountered this issue and then I executed recovery process to restore the device to initialized state to fix the issue. But it didn't help. And I upgraded to Windows 10 and performed "a clean boot in Windows" guided at How to perform a clean boot in Windows. But it also didn't fix this issue.


The "Services and controller app" is sill occupying 90~100% CPU cycles so it's too slow responsiveness to use the device. Could you help ?
