Windows 10 Setup/Removal of File Ownership in Windows 10

In windows, 10 everything I download shows a locked icon on it and whenever I tried to make changes by removing that sign by right click > file ownership>personal, but after removing and making any changes ie-renaming the file, it again showed a lock sign on it. after copying that file into another system / external storage files are not able to read/ write / view. every time I need to change ownership by right click > file ownership > personal. need solution to this issue ASAP.Example below (Borrowed from another MS question. Same issue though.)
