Windows 11 Shortcuts for new programs don't appear in the Start menu if installed to the system menu folder

Windows 11 23H2 Home x64, build 22631.4037, fully patchedWhen I install software (MSI, not MSIX) the program shortcuts get put into the system Start menu folder as expected (C:\ProgramData\Microsoft\Windows\Start Menu\Programs). However, those shortcuts don't show up in the Start menu. If I search, I find them, but they're not visible when browsing the menu. However, if I move or copy them to my user Start menu folder (C:\Users\XXXXX\AppData\Roaming\Microsoft\Windows\Start Menu\Programs) they do show up in the Start menu.Note -- This has occurred both with individual shortcuts as well as entir
