Windows 10 Shut Down And Hibernate Not Working

I wonder when the new update is coming because you guys definitely ruined my laptop. Why is my laptop unable to shut down or even hibernate. Every time I press shut down,it goes back to login screen. Like why? And yes,I now switched off fast startup because i read some 2015 article which had the same problem as me, it worked for a short while. But now every time I wanna switch off my laptop,I have to now instead do an emergency shut down. Srsly. When is the new update because if the new update also doesn't fix this I'm gonna straight up be mad💔
