Windows 11 Signing on to my computer, using a local account that hasn't been already setup,, in a location where the Internet is no more than a bad & distant fan

I use laptops because my lifestyle takes me to many "uncivilized" (read no Internet), & even local places where I still need to be computing. My previous laptop on windows 10 seemed to understand this, & accommodated my lifestyle & computing needs. The cell signal in my rural area is also fairly faint, & pretty unreliable as well. How am I supposed to sign onto a 'local account" (which I assume I still need to setup by going to settings etc) if windows 11 is preventing me from signing on in the 1st place, because there isn't any internet that I can sign on with, to get to setti
