Windows 10 Skype to mobile phone (only) garbled outgoing

Hello-I’m having trouble with my outgoing Skype sound to mobile phones. Skype calls to computers works fine and also the incoming sound works fine (I can hear the parties on the other end). It is only the outgoing sound to phones that is affected, and it is garbled. If you know what I am saying, you can almost understand it, but it sounds like a cartoon voice or gurgling. I have tried different settings and have re-installed Skype. What recommendations do you have?Thank you.SpainFlyer
