Windows 11 Snipping Tool Not Functioning

When I use Print Screen button, I get a progress circle and do not get option to select image to capture. When I press Windows Key + SHIFT+ S, same result. When I open the Snipping Tool application and select New, same result. I've ran the reset, repair and tried removing and reinstalling. Still not functioning.
