Windows 11 Snipping tool ruler

I always use the snipping tool ruler to help follow along and highlight specific lines evenly, but the drop down isn't working, and I can't find the ruler anymore! I have already tried, "Repairing, Resetting and uninstalling and re-installing the app but it still wont work.
