Windows 7 Socket error 10061 with status code 0x80AC0000

Have you seen Socket Error 10061 (No connection could be made because the target machine actively refused it) with Status Code 0x80AC0000 (Bad Connection Rejected) in Windows 7 Embedded? This error was observed when OPC client failed to reconnect with OPC server after a communication breakage. Do you know what does that combination of error code and status mean?
