Windows 11 Some Apps Have Top of Screen "Transparent"

When I click my cursor on the top row of pixels on screen of some apps (example: ifranview, qbittorrent are the ones I am having trouble with right now) the window behavior is as if this row is transparent, and the click goes to affect the app behind the one currently in front.For example, If I have irfanview open and maximized, and chrome behind it, also maximized, and I take the cursor and drag it to the top right corner of the screen and click, irfanview remains open, but the chrome window behind it is now closed.However, when the irfanview window is not currently selected (top bar of windo
