Windows 10 Speech-to-text not working

(yes, I have read Redirecting and it does not answer my problem).I tried Windows > H and got a bar at the top of the screen with a message saying Download a speech package for dictation. But clicking on it did not allow me to download anything:This is what I get when I select Settings > search for Speech settingsThis is what I get when I try to Turn on speech recognition in Settings:I'm not sure what the message means by the "Speech Recognition control panel".
