Windows 10 SSD isn't showing up on file explorer or disk management

I've gotten two sata to usb adapters for windows and none of them are automatically detected when i plug it in. I looked up countless troubleshoots but they're all saying to open disk management to initialize the drive but it doesn't appear in disk management or file explorer. All that shows up is my internal ssd. The ssd I'm trying to initialize/detect is a "Western Digital AV-GP WD5000AVDS 500GB 32MB Cache 5400RPM SATA II 3.0Gb/s 3.5 Internal Hard Drive".
