Windows 11 "Start Tagging" is not available in Microsoft Photos (Legacy)

I am trying to organize my photos by facial grouping. For some reason the "start tagging" option is not available. I have enabled the "People" option and also reset the App (as suggested in other threads). So far I have not been successful. All pictures are visible under "Collection". Would appreciate any ideas or an alternate solutions! Thanks for your support!
