Windows 10 Started Downloading a Video file that did not complete. Now my storage is nearly full and I restarted the computer multiple times.

I started a download to my SSD and it did not complete. The storage on my C/windows drive was depleted. Normally I would restart and the storage would be restored but I've restarted the computer and the storage is still missing. I've gone through the steps to clean to maximize storage but it has not helped Not sure if the unsuccessful download is still on my computer but unable to locate it
