Windows 10 Sticky Notes does not uninstall, Press and hold pen shortcut always opens sticky notes

If I press and hold my pen button, it opens Sticky Notes. I set the press and hold shortcut to do nothing, but it still opens sticky notes. I uninstalled sticky notes via apps and features, but if I press and hold the pen button, sticky notes opens again. I removed sticky notes via PowerShell (Get-AppxPackage Microsoft.MicrosoftStickyNotes | Remove-AppxPackage), but if I press and hold the pen button, sticky notes opens again.


I want to either: fully uninstall sticky notes so that it never returns, or set the press and hold button to actually do nothing. Any help would be very appreciated!


Also, not sure if this is related, but I noticed this happening after installing 2019-09 Cumulative Update for Windows 10 Version 1903 (KB4517211).
