Windows 10 Storage sense not automatically turning files to online-only?

I have storage sense on and have the option "content will become online only if not opened for more than 1 day." I already set up a sync for all my downloads and document folders to OneDrive. However, even after several days the file status in those folders is locally available (green/white checkmark), and it is not automatically changing to online-only like the setting is supposed to do. However, if I manually run "free up space" from my Windows settings or through the OneDrive "free up disk space" setting, then the files do become online-only. But then what's the purpose of storage sense if
