Windows 10 Stuck in "Just a moment" screen for hours. I am trying to install windows on my new ssd.

Hello fellow Microsoft users. I have tried almost anything at this moment as I am writing this. I even tried installing windows on my old ssd again just to get my computer back. Same problem. I have tried both windows 11 and windows 10 fresh installation. I've read every guide on this topic but I can't get past the "one moment" blue screen. I let it load for an hour, and unplugged all my USB things, internet, and CMOS battery. I can't get into safe mode. Can't create a new user with the terminal.I have OMEN by HP Obelisk Desktop 875-0xxx. 16 gb ram and AMD processor. Any ideas are appreciated
