Windows 10 Stuck junk in my hard drive

First up, I'm running Windows 10. I have two hard drives, my main drive (c) which is two terabytes and a second internal drive which is seven terabytes. The c drive is the one that's malfunctioning.I ran disk cleanup 2x the other day and I noticed that it isn't actually working to clean my hard drive of the files I ask it to clean out.For example, I ran it multiple times one day and the 9.4 gigabytes of temporary files were still there.I ran it again today and now there's nearly 12 gigabytes of temporary files.
