Windows 10 svchost.exe for Windows Update becoming a literal bloatware.

svchost.exe has been hogging my pc, taking up huge private bytes and CPU processing (checked on procexp.exe) even when there are no updates available. Now there's an update, and I'm letting it run, but it's been stuck on installing at 0% for over an hour. Checked proexp.exe again, and it isn't even running. Seriously wondering why will it run only when it's not needed, and not run when it is?
