Windows 10 System sounds volume resets to 100 when I get a notification.

I recently bought a new PC, and on this PC only, the system sounds volume on the volume mixer resets to 100 every time I get a Facebook Messenger notification. the only workaround I have found is that if I leave the volume mixer open, then the volume does not reset.

Windows 11 Settings>System>Sound>Volume Mixer. The volume is at 0. I cannot get any sounds from music, you tube videos etc. Any ideas?
