Windows 11 Taskbar disappears when maximizing applications.

The taskbar setting "Autohide" is disabled. However, any time I maximize a window, the taskbar "goes behind" the window and hides. I want the taskbar to be the lower border of my computer screen, but Windows 11 has no current support for that. Anyway, is there any feasible way to make the taskbar permanent, like it used to be? The only current solutions I have found are spamming the alt-tab to change windows (which means I will never see my desktop) or hitting F11 approximately 20-30 times before it finally brings my dear taskbar back.
