Windows 10 Taskbar drops so far down it ends up at the top of screen

Two Issues.1. The screen will drop, causing the taskbar to disappear at bottom while a black band appears across the top of the screen. The atskbar drops even further until it reappears at thes creen top. Frustrating because the cursor has to be moved downwards off the bottom of the screen so I can see it operating at the top to send commands. See images2. Auto Detect Entering power save, comes on eevry few minutes when searching or typing. Some sites cause the issue to occur every few seconds, while waiting up to 2 minutes for the screen to return.
