Windows 11 Taskbar popups disappear before I can act on them

If I have multiple windows of, for example, my browser open (not tabs), they appear on the taskbar as a single icon. If I hover on that icon, thumbnails of the windows appear above the taskbar and I can then click on the relevant thumbnail to bring that window to focus.Sometimes.Far more often, as soon as I move the pointer away from the icon towards the thumbnails, they disappear. This is infuriating. The same thing happens with other apps which open multiple windows, like explorer. I've had this problem for years (it was certainly there in Windows 10 and possibly earlier versions) and every
