Windows 11 Taskbar won't move from the bottom

I cannot unlock my taskbar and move it to the top of my screen after my work computer was forcibly "upgraded" to Windows 11. I have had it on the top of my screen for nearly 30 years, there is no reason to change things to prohibit this action. Microsoft needs to stop removing options to personalize.
