I'm no expert but I'll do my best to explain my issue here; I've been suffering with what I believe are called Micro-stutters since I got this new PC a few months back; No matter what I'm doing whether sitting staring at a fully loaded webpage or playing a graphics heavy game the same thing happens: every few minutes some of my computer's functions just stop working for 10 to 20 seconds while others continue on. E.g. my audio might cut out and I'm stuck in a loading loop in whatever program is open but I can switch programs and my mouse pointer still moves. Finally fed up I've gone searching for answers and found an article suggesting that the issue can be caused by errors in the event viewer; I've found that the following event coincides with the freezes:
I've found other posts with answers suggesting I should change the permissions in regeditor but, following the steps listed there I am informed that "access is denied" to both "CLSID {2593F8B9-4EAF-457C-B68A-50F6B8EA6B54} and APPID {15C20B67-12E7-4BB6-92BB-7AFF07997402}" so I'm kind of stuck. It's a really infuriating problem: I've got a brand new computer with 16GB of RAM, but it's running like a potato!

and APPID
{15C20B67-12E7-4BB6-92BB-7AFF07997402}
to the user DESKTOP-1BETJDD\User SID (S-1-5-21-1122671340-4010979396-4134193697-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.
