Windows 11 The proxy link to localhost not working in recently updates,

The proxy settings not working in recently updates, i am sure the proxy work in my port of localhost case i use it in firefox . but some software cannot provider proxy setting. so the only way to use proxy is switch windows proxy settings. but it can not working in recently updates. i don't why , someone can tell me how to fix it.
