Windows 10 The Real-time protection cannot be turned on and an IT admin limited access popup is showing...

I had to turn off my Windows protection for a dll file installation. But when I tried to turn it back on, the "Real Time Protection" wont turn on. It is telling me that I have other antivirus programs running, but I have no antivirus or optimization app running. Also when I click the popup notification telling me to turn on the real-time protection, it is showing "Your IT admin has limited access....." . Im using a personal laptop not a laptop of a college and the microsoft account used to login is also personal.
