Windows 10 The setting to disable "Title bar window shake" doesn't exist in windows 10

The feature whereby shaking a window minimises all other windows is incredibly annoying! It is also not needed because of the button do achieve the same result on the right of the task bar. I would like to be able to disable this feature, but the option to do so, which should exist in Settings>Multitasking>Title bar window shake, is not available on my build of windows 10 (19041.388). Why is this setting missing, and what can I do to disable this feature?
